For Mac cloning, you can use Disk Copy in Mac OS X to make an image of your boot volume. Then you will choose "Scan for Restore" on the image from the Disk Utility menu. Then you can clone the image...

I wouldn't clone your drive unless you are using a tool provided by the manufacturer of the SSD. Even then, the best performance and settings will be chosen when you reinstall your OS on the new SSD...

Samsung has been lying with power spec claims for years. The 830 was perhaps the worst lie (it uses a lot of power under load), but these TLC drives are up there. 256 GB review:
