You can try calling T-mobile retentions or you can call your credit card company if you used a CC. Most CC's offer purchase protection and price matches within 30-90 days.

Yes. Either cancel the plan as soon as you get the phone or just order the phone with a per-minute prepaid plan.

September? Wait till November or December for the holiday sales. Or January for the post-holidays. Or till the S5 comes out, and the S4 goes down in price.

By July 13th they should be about ready for another price drop, so lets just call this the de facto maximum T-Mobile price going forward. I still think the best time to buy will be after the iPhone...
