That is exactly what the Google Voice app does. You can set it to use Google Voice each time or ask you if you want to use GV or not.

no, but it seems more likely now that FED let some previously activated R+ phone back on. More $ research needed and it's risky with Boost $25 restocking fee, doubt they would waive it.
