There will be a special double or cut promo for M+ user only. Detail has not been out, so I don't know how will ringplus enforce that. But I am hoping the result be cut mad hater or mad man M+.

Like I said, the promo post (the one on R+) has been edited but if I remember correctly it said the same thing as the wiki. You should never trust another SDer, they're likely to stab you in the back...

On 8/3 it was open upgrades for everyone, and both M+ and regular member had to fight for the 127 upgrades.
On 8/2 it was new activations and M+ upgrades.

Why fuzzy?
If you've already paid for M+, whether R+ succeeds or not that is a sunk cost and is gone forever. The potential for actually realizing some benefits increases the longer R+ lasts.
