Only thing I don't like is the locking clips. They are plastic and break after awhile. Plastic fatigue? I think the twist type screw is a better design.

No, it will not help you pan- you would be better off with a fluid head for smooth pans. Ball heads are not designed for that type of work.

Ball head won't really give you good pan/tilt for video. It's much better suited for photography.
