No he is not correct. The science on the health effects of Red 40 is inconclusive. Some studies have shown that there are negative effects in certain populations where other studies have not demonstrated any issues. In many cases it's hard to make definitive statements about the results due to the study's design. To add to that, many studies are done on animals. So the results can't be necessarily applied to humans directly. Countries ban certain ingredients/foods for many reasons and not necessarily because they are unsafe. GMOs for example. GMOs have been banned in several countries for a variety of reasons (consumer backlash, politics, they compete with heritage varieties, creates intellectual property concerns, etc.) despite the fact that there have been thousands of studies and no documented cases of GMO's directly causing death/illness.
So don't buy it

It is not banned. It is not poison. It's simply misinformation to stoke fear. You've been fooled and are repeating misinformation without even a cursory fact check. It's a persistent and untrue myth.
