Just tried and it was the $9.99 for me. Maybe you clicked in to one of the films? The pop-up in Apple TV lets me buy for the deal price, but if I click one of the films (just to see information about it), it does indeed show $14.99.
Saw one of these as an event at a local Cinemark (UT) and it was absolutely mesmerizing! The one I saw (can't remember who was the lead) was really faithful to the source material and it has the same vibe, as a stage production, that the anime had. If you liked the original, you'll like (if not love) this adaptation.

No joy on my MacBook - it still shows $14.99. But, with your confirmation that it was still showing $9.99, I just searched directly in the Apple TV app on my iPad and saw it available for $9.99. Thanks!
This is a really fun stage adaptation. The sets are well designed and the costumes do a great job of bringing Spirited Away to life. I'd probably recommend the Mone Kamishiraishi version as her Chihiro is definitely the better of the two. The supporting cast in Kanna Hashimoto's version is a little better to balance it out but they're both great.
