I believe this is a good deal and bought. I've been unhappy with Nvidia's pricing and have been stubbornly holding onto my trusty GTX1080.
In terms of comparing to the 7900XT, the typical considerations are raster performance per dollar, vram, ray tracing, frame gen, adaptive sync technology, and driver SW. Based on your preference in each those metrics, you can make your own decision.
In terms of comparing within Nvidia offerings, a lot will come down to what you're willing to spend. I've been waiting for a deal in the $700-800 range and this falls nicely into it. In terms of FPS, the 4070 Ti still outperforms the 4070 Super by 7~13%, with many of the test results clustering around 10%.
Price per FPS will typically get worse as you go up the model chain. For example, the 4060 will have a significantly better price per FPS compared to the 4090. So it follows that the 4070 Super will have a better price per dollar than the 4070 Ti, as mihscr mentioned.
Gamers Nexus has a $/FPS chart within their 4080 Super review, which shows the 4070 Ti having 82% of the baseline 4060 $/FPS, while the 4070 Super has 89% (according to January prices). Higher % is better value. OP's deal is 17% off of the price, pushing the 4070 Ti from 82% to 99% $/FPS (0.82/(1-0.17). Unless you can find a deal on a 4070 Super that pushes its $/FPS higher than 99%, this is going to be a better deal.
