This is actually a pretty fun game, not as good as the GTA games. But worth a playthrough.

This game is better on console. Even after unofficial patching the sound issues are painful to my ears.

IIRC it was banned in Brazil. I *think* it got censored in Europe/Japan but could be wrong. I remember seeing news headlines about the game but didn't get banned in the US.
