You get one 20% coupon for each section, the outlet stuff and regular stuff. You can use them both and they're valid on a single item. Does that answer your question?
It really depends on the item. Outside of the few sales per year REI basically always sells at MSRP. Depending on the brand it's the same price no matter the store and the REI sale is a great deal.
