Not trying to talk crap this is a genuine question. I bought a refurbished two-in-one Chromebook for like $70. It does the basics of surfing the web just fine and it runs some of the Android apps. But even running Word on it is hard because it's got to go through the Office 365 website. What's the point of a $400 Chromebook? Is there a use case for this?

It's designed for cloud gaming and actually has a strong 12th gen CPU and 2560x1600 120Hz screen. I put Linux on mine and it's. Great basic daily driver.

If it has 16gb ram, good for developing and debugging Android app.
But 8gb ram is quite awkward

Some businesses use the Google suite of office apps, where a Chromebook would be all you need. At the educational level, Googles software is integrated everywhere, like on Canvas and many other university email/ web portals.
