Walmart does it every year. I agree it is a little hard for some people to grab at the Black Friday price. But it is plenty at the pre Black Friday price. If all you want is tires, better go to a lego store and just buy a bucket of tires. I guess it depends on where you live as well.

Edited to add: I found the brickseek link and saw all the stores around me had at least 16 in stock, so doing the math if there are 3500 stores and each got 16, that's 56000 sets. And that doesn't even count online sales.

Yeah this is absolute b******* I was going to come here and post the same thing. I'm in a Walmart now there's a whole display with at least 30 in stock and The Tear pad booklet as you described as well.
I'm sure more than 15,000 people walk in this store just today. Either the booklets have already been made and maybe there's a few thousand left for customers or Lego has some serious explaining to do.

I went to two stores in GA. I don't see any of them on the shelf even brickseek said those stores have at least 15. But I am 100% sure Walmart.com and Jet.com already sold over 15000 sets last week. I don't know why Lego created such a bad promotion this time.
