Wal-Mart has the General Grabber STX on clearance. Just got 4 of them for $30 each. These are a walmart branded tire but are based on the General Grabber HTS.

This is the tire it shares a build with...

Same treadwear, 640, and traction/temperature rating, A/B. Should be able to get 35-60k out of them depending on the tire size and driving style/vehicle.
Use Brickseek to see what the price is near you for your size. The Wal-Mart website still charges the original price. Then go to the store and ask if they have them and the price. It should match brickseek.
EDIT:
Looks like many of the Goodyear Viva 3 and Douglas Performance are also on clearance.
The Douglas Performance Tire 205/50R16 are $13 each and 215/45R17 $56 each near me.
Both of them are a ok economy tire. Not great but better than the no name/chinese tires.

These are the same as the General HTS tires, just with STX on them instead. The ones I bought are Made in the US on the same line/plant as the HTS tires. Same compound and ratings.
I promise, these are good tires.
I never had a problem in 10 years on two cars and paid less than half of retail via deals like this + free rotation = unbeatable IMHO.
What tire was that? Sometimes a walmart will match another one if you can find it closer.
If not then keep an eye out for the next couple weeks as the ones I bought went from $80 to $30.
