GTX 1650 performs slightly below GTX 1060, more like a GTX 1060 MAX-Q version but consumes lesser power. And regarding 9th Gen Processor or the Coffee Lake refresh, it performs 5% to 7% better than i7-8750H due to higher clock speed and bigger L3 cache.
Now GTX 1650 is going to be the choice for all the high end Productivity Laptops due to its better performance over 1050 Ti and lesser power consumption which will enable it to put inside of thin and light chassis used by Dell XPS 15, HP Spectre 15 X360 etc.

You are confusing two different breed of Laptops. Lg Gram or the Inspiron, no matter how costly they are, still Ultrabooks, comes with lower processing power in both CPU and GPU Front and not Productivity machine whereas Dell XPS 15, MSI Prestige Series, this one or Asus Zenbook Pro 15...all are productivity machines, come with H series 45W CPU, good graphics power and high quality panels for productivity tasks like content creation, video and photos editing and those require a high quality display.

You're trying to justify based on price whereas I'm trying to make you understand that these are different class of Laptops and the target audience is different. For that Inspiron 7000 series, there is a Vostro 5000 series with Ultrabook CPU and GPU and probably has similar display. This model, on the other hand, is a different category model altogether.
Hope now I have made myself clear. Don't try to compare completely different categories of LAPTOP by their price but with the tasks they gave targeted towards.

When I posted the deal for the first time, this model was over $1300 and might not be the best deal. But at this price point, in my opinion, this is a heck of a deal for a Powerful Business and Productivity Machine. This is literally the upcoming XPS 15's configuration with probably couple of hundred dollar cheaper. Also, the WebCam is now back to to the top. Another thing worth mentioning here is that i7-9750H has official support for 128GB memory and this model can take 32GB module per slot and you can have up to 64GB Ram. Now 32GB modules from Samsung are allowed at sub $200 price point and good option if you want 48GB Ram.

This is the same spec as the new xps 15 that's coming out. Only difference will be the build quality but this is a very good price for the spec imo.

I think build quality will be comparable if not same. But may be the Display quality in XPS will be better.

Edit: The specs don't mention IPS anywhere, so this may not even have an IPS display. Does anyone know what kind of display this laptop has?

The Inspiron 7000 you are referring is a complete different Laptop based on Ultrabook 15W TDP CPU and MX150/MX250 Graphics. I don't think Dell is going to use display from that series in this premium model.

I think you are not familiar with the terms now a days companies use instead of the term IPS. Instead they use terms like WVA for HP, meaning Wide Viewing Angle. If you check the display section of this Laptop, you will find that it mentions
15.6-inch FHD (1920 x 1080) Anti-glare LED Backlight Non-touch Wide Viewing Angle Display.
This means it has an IPS display.
