The acronym is actually hfqpdb
In medicine, qp is "At will"
So, perhaps it's harbor freight at will database???
I checked to find the owner of that site, hfqpdb, and it's blocked ..... some website addresses have the information for who registered that address blocked.
So ...... we may never know what the qp in hfqpdb means
In that context, I would say that "Harbor Freight Q-pon database) is a real possibility.

Also, if that's the case any issues with registering it as home made since its clearly not lol? In Louisiana its required for State Police to inspect the trailer. I know some other states are super lax.

I bought my trailer right after the tire recall ended. The store manager let me use an expired coupon. He said their coupons never technically expire and they can honor them at their discretion. Pretty sure they're just happy to make a sale on a high dollar (for harbor freight at least) item.
The trailer itself works great for my needs. I would not hesitate to load it up with 1700 pounds. The lights are the only real negative and should be replaced if you use the trailer a lot. I've seen videos and posts about people welding the frame together because they felt it wasn't strong enough. This is a waste of time. Once you bolt a sheet of plywood down it is plenty sturdy for what it is rated to do.
