What retail "source" are these (Refurbished) coming from?

Can these be used as a "wifi" and camera "only without paying for a one year "plan"

Yep; just finished watching a Youtube video [youtube.com] about it in fact. Deal is long dead now unfortunately.

However, this still seems like a decent phone for around $42 shipped (taxes). I'm still on the fence though; not sure if I should make the purchase...

Went out of stock a week ago, that's hardly long dead. A week before that was the real deal however, $58 but you got a $50 Amazon gift card for buying it and activating it with a $15 tracfone plan, which you can currently get for about $2.

Wow, I had no idea that such a deal was available. I have amazon and smartphone deal alerts active too. Guess I need to refine and reconfigure them as I really missed out...

Yeah, it was pretty sweet, got one myself. $13 something after taxes. That said the even more recent but quite brief Visible $25 ZTE Blade 10 Prime deal was even better, great phone, and not too long ago for a few months Cricket was kinda giving away G7 Supras (same as the Power) basically, so you can probably do better than this if you are looking for something good and cheap and are patient and paying attention.

Slickdeals is so fickle, this phone was thumbed down when it was $10 after rebate for no reason. Then it went up to $35 and it was a hit. Now at $40.

When you activate a new SIM, like the one that comes with the phone, the first step is that they ask if you would like to keep your number. If you say yes and you are logged into your account there is then a drop down list with all of the lines on your account as well as the option to enter a new number to port in. Choosing one of your existing lines will transfer the number and service to the new SIM. So first you activate the SIM for the $15 plan on your account then just transfer it over to the one that came with the phone. Works fine for the promotions.
