That's because he keeps pandering to his majority white uneducated base. That strategy is just one of the reasons he will lose the upcoming election. He thinks a V-shaped stock market recovery is enough to win the election. Sure his rich buddies are happy, but the millions still out of work in middle calss America, and in some areas businesses are being shut down again, all due to his poor management of this crisis.

Let's not forget Jeb Bush in 2015...

Unfortunately with all the suffering from Coronavirus, over 127,000 families are grieving the loss of their loved ones. And there is no end in sight, as our "war-time" leader has already surrendered.

However, it's unclear from the Business Insider article whether Goldman says it might have prevented a 5% GDP slump if implemented from the beginning or might save 5% if implemented now.
BI implied it is now, but it's hard to say without seeing the original report.


Also, given the shortage of medical PPE, nothing could have stopped Fauci at the very onset of COVID pandemic from recommending people to make their own masks out of handkerchiefs and old T-shirts, knowing the Asian countries mandated their citizens to do just that in January and knowing how dangerous this virus is.

Fauci finally did... but only on April 3-rd when it was too late. Exactly two months late.
