I have a couple of the single ones and they are awesome. They've held up great in the sun and the sheepskin-like stuff has gone in the laundry a dozen times and came out great. My cat loves the heated mat - it's run off USB, so it's simple enough to extend the cable. Also, it's easy to unzip the top to keep things clean.
Or peltier cooled? I suspect a compressor would be too large.
I just had a thought:. Evaporative cooler would be the best choice in not consuming a lot of power and being cheaper to make, but so would to dig a 3-foot hole in the ground and put copper pipes or some radiator in the ground and pump it Up with a $20 water pump, to some other pipes or radiator on the house, to keep it chill in there.
Edit: after a little research, apparently although a 3-foot hole is a start, you really need at least 6 ft deep to get a better temperature differential. and now it becomes expensive because you have to rent some tools to dig it. Maybe if you had some sort of animal shelter kennels business, then digging a 10 to 15 foot hole is relatively cheap, to keep all those animals nice and cool. Hell, that would be a good selling point for vacancy.
