That is the deal. Period. (Actually, right now you can also get it for $199 from Motorola, Amazon or B&H as well.)
This next part is YMMV. Try to refrain from downvoting if this doesn't work for you.
Target may sell you the phone for $149. I highlighted BB above because f you ask Target to PM the $149 price at BB they may do it even though $149 requires activation. If the agent doesn't look carefully it's easy to think that $149 is the OTD price at BB, so they match it. It is actually not *that* YMMV because I had two agents agree to PM $149. In fact, the second agent really screwed up because instead of matching $149 he gave me a $149 discount making my price $100 (This is not part of the deal! lol).

I did this via Target chat but you can try to PM in-store or by calling 800-591-3869.
Anyway, if you ask for $149 the worst that can happen is they will agree to match the $199 price and you can decide if you want to buy from Target instead of one of the other stores (maybe you have Red Card).

I just noticed I got taxed on the full pre-discount price but I'm cool with that under the circumstances. They actually adjusted the invoice after it shipped so my total is $109.50 which is correct. Pretty sweet!
I did this last night but waited to post until I got a tracking number on my order. I didn't want to risk my order being canceled because of SD effect. Hope some others are able to get the $149 PM without activation.

I got one last year (different model) though and it turned out to be a dud, just died with very nominal use.But these are good line up for a cheap price.
Sure the specs are good for the price...But I think Motorola has gone to the way to make sure their phone would die after 1 year.
I remember when Google owned Motorola. The phone was built much better.

Both of my parents have had Moto G phones for years and they are going strong. Build quality is great for the price and they haven't had any issues.

Lots of sites have the phone for $199, as mentioned. Best Buy was only highlighted because it is easy to get Target to PM their $149 price without needing to activate the phone.
