I'd say it was not the consensus at all...DJI Action had issues at launch, most of which are fixed by now through FW upgrades. GoPro also has issues ofc, and the company is not always responsive in fixing them.
I'd say, if you want THE BEST action cam, then yes, pay for the GoPro Hero 9.
If you are considering the 7 or 8 Heroes, which where more contemporary to the DJI Action, the "three" are comparable and I doubt you will regret either buy, but the best value is the DJI.
DJI is a bit better/more natural IMHO which is an advantage if you post-process/color grade anyways, has the front facing screen for vlogging/framing yourself better w/o looking at a phone, has replaceable lens cover + filters...I think it is a better choice over the 7, so if $170-200 is what you want to spend, the DJI is a great choice.
8 has a bit better stabilization, but this was also improved with the DJI since launch, and it is still much cheaper: the Hero 8 is what? $340+ typ?
The 9 is what? $450? So what are people comparing when they ask "this or gopro" is beyond me.
I remember seeing comparisons when this first came out. I think the consensus was that this is inferior, but only for some things and only if you directly compare them.

I have this and switched from a Gopro 6 and never looked back. I like the software better here and found the quality to be just as good if not better now that it has the firmware updates. I really like the hyperlapse feature and the rocksteady is really good. At this price, this is a great buy considering you get batteries that you'd probably otherwise end up buying. I usually go through at least 2 batteries when I go mountain biking.
