Played State of Mind briefly on Switch. It's not bad. Acting is pretty bad. I usually have no issue with voice acting but this one is pretty bad so it's funny.

Shadow Tactics is legit, if you like stealth games. If you don't, do not buy it. This is not a hack-n-slash game.

Shadow Tactics is an awesome game but I played it on PC. I have a hard time thinking of how you would control that game on console. It's a top down view (akin to strategy games) where you control 1-5 characters depending on the level. If you played Commandos or Desperado or Fallout Tactics, it plays like that.

State of Mind is currently $1.99 on Switch eshop for those on that platform. Haven't played it, and am holding off on buying it as I will probably never reach in my backlog.

I notice Fatal Bullet DLC doesn't seem to go on sale as much as the ultimate edition of the game. Is it worth buying the base game?

I would just wait for the ultimate. It's usually not much more than the base game during sales
