My ACE has topsoil from a company called peatland's best I think. It's the nicest, blackest dirt I've seen for a $2.19 bag (I think it's .75cuft) The stuff I got from lowes was supposedly composted cow manure looked exacyly like their top soil and was filled with mulch and clay balls bigger than golf balls.
I was thinking of getting the vegetable garden soil but the reviews on Lowes website are discouraging. Many negative reviews about the quality of the soil, saying it's mostly waste/trash particles, mulch and hardly any soil. I'm thinking of just getting the Miracle Gro garden soil 0.75 cu. ft. from THD for $2.50 on sale now.

This Garden Soil is 1cf for $2.5, much cheaper than the one from HD (same price for 0.75cf).

This Lowes stuff is much lower quality and does have some mulch-like consistency. Probably okay for light gardening, but not as clean as the HD one.

Get a compost bin and compost, and mix with top soil when ready. Add some miracle grow. Makes a big difference.

Yeah last year the Lowe's Memorial Day sale was $2/bag for this Sta Green soil and the perennials were 3/$10 or $3.33 a piece.

It's Miracle Grow 0.75cu at HD and I did get some in April for $1.98. The soil quality by Miracle Grow has less mulch and filler than this one.
