Yes, Uber Eats seems to be the worst about it. I only use it when they have a big promotion. Even then, almost not worth it. I had a $20 off $25 and by the time I figured in the higher prices, delivery fees, tip, and ordering more stuff to get to $25, I wasn't actually saving much. Plus, I don't like ordering delivery, I end up just staring at the stupid dot in the order tracker getting pissed off that the driver doesn't know how to drive.

Extremely apparent when you buy a BOGO meal and they charge you tax on the pre-discounted price. They are by far my least favorite service to use .
Even their $10 off $20 promotions aren't that great after requiring delivery, and at the very least $7 in fees.
One small downside to the UE app vs. the Chipotle app: on the latter, you can order "extra" of toppings like cheese and sour cream, and it's free. UE won't let you do extra of the toppings.

Restaurant taxes are higher then sales tax in VA, usually a 2.5-4% addition to sales tax. I think in NOVA its around 10% total. If you live elsewhere and have proof you should submit it to VA as they can levy fines against Uber for doing so.
