I thought it's once a year , around October and Early November , but I've seen it two times in summer too now. Some items prices go up so it's pointless. O and summer does not have the same number of items or deals.
I've bought 2 Samsung phone S8+ and S10+ for ~$400 each which were way below market at the time. These two have been my phone for the past 4 years.

I feel like it's been a couple of times a year. I don't think it's a seasonal thing. My suspicion is that they run these things when they need to clear out some of their inventory.

Using a desktop browser like chrome seems to be much more straight-forward. iOS Safari works with that search as well, but throws in a bunch of stuff that might confuse people-- ads before the Results (these contain the 20% off search results).
