The live are "open" earbuds, meaning they sit on the outside of the ear and you can still pretty much hear your environment, hold conversations with people, etc, when you are playing music. (they come with toggleable noise isolation but tbh it doesn't really make a noticeable difference). These earbuds sit on the outside of the ear, you do NOT want to shove them in, the closest thing I can think of is the original iphone earbuds/airpods, but even those sit deeper in the ear.
The + are traditional in-ear earbuds, and have a rubber piece to form a seal with your ear. It will be much harder to hear your environment and the noise isolation will be much better. It will also be deeper in your ear so could be perceived as a better sounding earbud.
It really depends on what you want out of earbuds, as they are VERY different. I find myself using the "live"s more and more as I usually want to be able to hear my surroundings. If you are in a loud environment or one where you want complete noise isolation, get the plus.
I've had these for awhile ($56 from Amazon Whse sale). For me they have been the best combination of good sound and fit of all the earbuds I have tried - and I have a drawer full of earbud fails.
One thing that helped me with the fit and the ANC was purchasing tips made especially for these. I think I paid about $6 for a set in 3 different size also from Amazon.
I really like these earbuds and might get another set as a backup.

Man, I just bought these (white ones) two weeks ago from Samsung on ebay, but refurbished for same price
Oh well, the ones I got are in perfect condition and you can't tell they're refurbished. Working great with a Note 10+ and a Windows 10 PC. Seller shipped very fast and no complaints at all.

I got this from Samsung around this price months ago using the any headset trade in offer. It is more comfortable than the original Buds or Buds+, but it keeps coming off my right ear and I cannot wear it for exercise. That is just my personal experience.
