Local. Depends on the drift shops in your area I guess. Definitely YMMY.
You can also see if you can find these old office PC off eBay especially some of the mini PC.
A J4025/J4125 mini PC like nukbox is slight more expensive, but can be found under $200. Similar performance, much newer, smaller, much more power efficiency.
Snagged one. It'll replace my old AM3 CPU build. I have a spare PSU, SSD, and graphics card I can throw in there as well. Should be fine for basic browsing etc.

I don't think it's full tower, it's either a mid or mini, most likely mid
Yea, looks like a mid atx. Definitely not SFF or VESA mountable .
Just to find a vga monitor or adapter to use this kills the possibility to make sense of buying this. At that point, may as well get one of those cheap refurbished Chromebook.
There are much better options out there. Even from this same site. They are consistently running coupon codes. If you watch the coupons you can get a 6th gen i5 with 8gb of ram for $50 more then this price.

This is a terrible "deal". It's a low-end i3 from 8 years ago, has no HDMI output, and I've seen non-profits that are part of the Emergency Broadband Benefit selling i5's from 2013 for all of $20, when they have stock available.
Compare and contrast this "deal" to HP's $399 AMD Ryzen 5 5500U laptop from Wal-Mart, which you can use as a desktop if you really want to.
