That said, when I signed up using the same promo a month or 2 ago, the OFFERS21 code took a penny off the total, bringing it to $59.99.
Regardless of if you are eligible for the Chase deal or not, I suggest you go to the Executive membership, as in the first year it's risk free anyway - IOW it's their official policy that if your total rewards don't make up for the difference between Gold and Executive, they will refund you the difference. If you can get the Chase deal on top of it, that's ANOTHER $10 off.
So TLDR if you are eligible for the Chase promo, you'll get a $40 ShopCard, $40/$250 coupon and $10 rebate from Chase, while spending at most $59.99 on membership (assume the Executive bump of $60 is at least paid for by the end of the year). So the membership will either cost you net ~ $10 ($59.99-$40SC-$10Chase ~ $10) OR you will net ~ $30 (if you use the $40/$250 coupon)

The $0.01 coming off is just to show that the OFFERS21 code was applied and that you will be able to get the $40 gift card after signing up.
