The menu prices are set by the establishment, not Uber.
The restaurant owners are trying to soften the loss from impulse buyers. If you're not in restaurant you're not likely to get anything additional, such as appetizers, desserts, additional drinks etc. and the elevated cost, whether you agree with it or not, is to make up for some of that

Oh, if you all are not tipping your drivers, please do so. I was in between jobs for the first time in 25 years and started doing Uber eats to help make ends meet. I can't tell you how many times I had to deliver a Starbucks coffee to some apartment that took a total of 30 minutes and no tip. (I live in and delivered in a highly populated suburban area) I quit accepting Starbucks and McDonald's orders because of that. Yeah, the pay from Uber is pretty low, as 75% of what you make is based on tips. Uber pays based on pickup/delivery and distance. It's not much, so that 30 minute pickup and delivery normally only got me $3. Sure Uber could pay more, but a basic tip makes all the difference. I haven't done it in a while so hopefully things have changed. I will say once Uber adjusted the app to have tips be easier to offer, that changed drastically.
