$20 card is $16 in rewards, Can get up to a $200 card if you have enough rewards. I run mine up on the 5% cash back.
I cashed out my discover cash back for the happy gift cards last year that had Lowe's and GameStop. If your plan is to try to convert to third party gift cards, I wouldn't recommend it. For Lowe's, all the stores around me in Chicago have simply stopped carrying third party gift cards. While on a trip to Bloomington, I stopped at a Lowe's with third party gift cards but the cashiers and manager would not let it me use the happy gift cards to buy them. I ended up using them to buy GameStop gift cards at a GameStop in hopes of buying an Xbox Series X. It's obviously pretty hard to liquidate a GameStop gift card. I'm sure others had easy experiences, but for anyone thinking to quickly convert these to Amazon gift cards it's seriously YMMV.

Depends on the location. The card specifically says that no gift card can be purchased, but some Lowe's employees don't check on them.

Yes, and that's what makes these a good deal. These are run as credit gc's which Happy doesn't sell directly. I used over $500 last winter to buy Amazon GC at Lowes using the same method.

3rd party and Lowes GC of course. Also Visa/MC prepaids I believe in addition to some phone prepaids perhaps.

Cashed out these cards for eBay, Amazon and other GCs that Lowe's carries many times without issue. Last time I did it was a few weeks ago at my local store in upstate NY. Also had success in January at a location in western Mass.
I really wouldn't worry about running into trouble redeeming these.
Semantically I would argue it should be worded as "25% added value" as you are essentially buying a $160 gift card for $160 and they are adding $40 (40/160 = 25%).
I can see why they are using the 20% number in their wording, as 20% of the value of the card (40/200 = 20%) is "free".

Lol.. That's the funniest thing I've heard all day. They usually dont allow for those % off stuff to be on GCs but what do I know. I love the effort.

There was a point where many stores wouldn't accept CC for prepaid CC like Visa/MC, but I've never had that issue with 3rd party store GC's.
They wouldn't accept CC for prepaid because they were tired of footing the processing bill. There is also the opportunity for fraud as well.
