I haven't qualified for any eBay offer in what feels like forever. It's been at least two years if not longer. Would love to know what the algorithm was.

Whether you are a seller, buyer, both, long or short term has nothing to do with it as best I can tell. What they use for their algorithm to determine who qualifies for a given offer is anyone's guess, but it probably has more to do with their perceived ability to get you to buy some junk somewhere on their site than it is on how good a customer you have been imo. They really could not care less how much you bought or sold in the past imo. If they did, they would not be driving customers away in droves with their high fees and customer hostile policies.
For the last 20 years, I have mostly bought versus sold. However, the scales have tipped now that the ebucks program has changed. Ever since I stopped buying, I have yet to get the 5% offer... coincidence??

eBay bucks expire in a YEAR. I just got one from last month and it expire in 2022.

Does Ebay ever offer sellers any promos on their final value fees? I know they used to but I haven't received one in years. The fees of 13-14% on larger ticket items is simply way too high. I used to get a $10 or $20 final value fee but haven't seen one in forever.

I made a ton of sales back then. It's progressively gotten worse and worse to sell anything there. Today I wouldn't even bother. I only buy things on Amazon when animal rescues have their wishlist there.
Increasingly I have been telling the animal rescues that Chewy is better and faster and sometimes cheaper.
