Yeah it really depends. We waited an hour at ihop a few years ago and they were not that busy. Had never been there, so we thought we would try it. We left without service. Little caesars is great, some other places have allowed reservations to minimize wait.

We go during the day and no wait.
We did go to Applebee's years back with Veteran friends for dinner hour and did have to wait.

That's why I'll only do the to go meals, but most places are using this day to fill their establishments for profit. (Think of other family members and the tips, drinks deserts and appetizers).
Golden Corral gave a voucher last year which was not even able to be used on Veterans Day and could only be used on certain days of the week, but at least it eliminated a line wrapped around the building. I wouldn't have bothered otherwise.
Calling ahead may leave you pleasantly suprised as well. Some establishments don't care if you want it to go or staff are misinformed. Got a few free meals that were supposed to be dine in only.
