I don't think anyone will buy these and try to push it to the limit.
According to the LTT PSU Tier list it is a "Tier D" right next to cheap bronze units from EVGA and the very common Seasonic SS-ET series. I have been using "refurbished" Seasonic SS-350ET power supplies as replacements in PCs for 5-6 years and I can't recall any failures (let alone any component damage). Some of them have been plugging away in budget low-power gaming builds for 5+ years (two I can think of are Lenovo desktops, both running an Ivy Bridge i5 and GTX 750 Ti). If that earns it a "D", I'd say "D" is probably fine for most people.
I wouldn't normally recommend a Thermaltake PSU at all... the "TR2" units from back in the day were so common and so crappy, yet they sold them for years. But if you've got a PC that's worth $100 used on ebay and you need to replace the 10 year old no-name OEM unit, I think this would be suitable, even if it had a low wattage GPU thrown in for light gaming (750 ti, 1050 ti, 1650, etc.). If you get called to fix stuff like this from time to time, you could keep a couple on hand for emergencies at least. I don't think I'd base a new from-scratch budget build around one though.
