I would say yes.

If you compare the dose of this for Medium dogs and the dose for Small dogs, everything is the same except the dose size is half that of the application for the Medium sized dog.

So I would suggest you pick up a 1ml plastic syringe to administer ~0.7mL if you decide to buy this. It may be difficult to say, that's about half the vial amount using the applicators it is stored in.

If you have multiple dogs, the XL is also on sale for $8 and one of those vials would work to dose multiple small dogs, probably up to 5. again I would use a syringe to give the proper amount. I would discard any material not used.
Even with a pill, the drug is very uniformly distributed. There are processes in place that check drug uniformity prior to the tableting process.

I work in pharma drug development and while this is veterinary medicine and the controls are not quite as strict, I would not be concerned with that. The tolerances are minimal. Not like you cut a pill in half and one have has all the drug and the other half has none.

But to be fair, the vet's answer is probably exactly how he should have responded.
I suppose some dogs may react badly to the active ingredients, but I haven't seen any issues. I've been using on my dog for 3 months, and my dog is 6 months old. No fleas or ticks and I live in a wooded area on a lake.

nvm this is a vial not a pill.

I think the concern is that it was a chewable beef treat type pill with various textures and bits to make it more palatable for the dog.

We tried (and failed) to control fleas on our pups using these topicals. Stopped once we realized we could get their "prescription" comfortis online for cheap. (Banfield charges like $60 a pill! Highway robbery!)

Can confirm this works but *be careful* when dosing. +1 to discarding any extra that's left over. You can't save/keep it once the seal is broken.
