Pro tip - get a traffic mod, because otherwise your game will turn into a traffic simulator, not a city simulator - and not in a good way!!
However, many of the people with low FPS (<20) also have detail set all the way up, 5,000 mods, and other things going on so that will affect performance.

I have a 5600X. Also using a GTX 1660, and nvme in raid 0, and have performance issues due to GPU only. I run many mods. CPU never gets above 20% usage. Decreasing resolution to 1080 from 4k helps only slightly. I was required to use settings limiting detail while zoomed out. This slightly affects my ability to locate traffic pinch points before they happen since I have to zoom in and follow streets intersection by intersection to see traffic backing up. Even with the detail turned down, it looks ok to me. With the detail turned up, no issues on a small city.
