IMO, youre better off getting more actual fertilizer from regular turf builder *or any other brand* and then manually spraying weed killer on the offending plants using a pump or backpack sprayer. I spend no more than 5 minutes a day walking around with a pre-filled sprayer and just give any dandelions a quick spray over. Because the spray is wet by design, I dont have to worry about the salt not sticking to the plants.
I also wouldnt worry about what "step" a fertilizer is for. Its the NPK rating which really matters. You will have no issues using "winterizer" fertilizer in the middle of summer. But again, expect to apply your own weed killers (and grub killer, and misc insect killer)

Clover can be a bear, and come back worse if you pull it. If it were me I would probably just buy a stand alone fertilizer for the whole yard, and then spot treat what you need with the chemical herbicide. Make sure you know if you have cool or warm season grasses before choosing.

There are similar products on Amazon if you search for "Scotts annual program" and these will be tailored to different regions of the country. What I usually do is look up these programs to see what I'll need for the year, then be on the lookout for the individual products going on sale (such as this post here) and buy the "program" that way. You can even run through their program planner on their website and it will email you the plan without a need to purchase. In my experience in regards to this product, weed and feed has never entirely eliminated weeds for me. So I also have a pump sprayer so I can spray them throughout the year as needed as well.
Above all, just remember lawns are fickle beasts and it takes patience and effort to get them in a good spot and keep them there. At times you will feel like you're wasting money because you may not see results in the first year or even second (if you're just starting this adventure). I would say keep doing your research and trust the process and in 2-3 years it should all start paying off for you.
