I tried this with an s21 as the trade for an s22 with 128 GB. Price came to 189.95 using employee purchase plan

That's likely because everyone is currently (or recently) running s21fe deals. I've noticed FE phones aren't available for trade in until a year or more after its release.

​I wish this deal was similar to what Costco had for S10 models 2 years back (BOGO + Galaxy Watch with each device).

I feel like buying S22 Ultra 1TB Unlocked directly from Samsung with a trade-in is a better value than Costco offers. I might also find someone working at Samsung for an extra discount.
