Before anyone comments on how good or bad the Lowes mulch is, please be aware that mulch is sourced semi-locally, so the quality of the mulch bought by one SDer will not be the same as another's.
No more cheap Lowes/Home Depot mulch for me.

A few years ago, I got artillery fungus, that was shooting black dots all over my siding, my deck, deck rails, etc. Those tiny black spots are impossible to remove!! That fungus can shoot black dots up as high as 8 feet!

I've since gone with straight cedar mulch delivered - bugs hate it, fungus does not seem to grow in it, and it does a great job keeping weeds down. Plus, the smell is AWESOME!

It sucks in RI, I've bought during these sales for years, filled with pallet chunks/plastic/and mold. Finally going to stop doing that, and just get it delivered from a local landscape place.
Thanks for the heads up! Got excited for a quick second, but you reminded me of the state we live in.

mulch breaks down into soil?? okay, so I can just add on top year after year
Yes. I rake the old stuff to fluff it up, then add new on top.

question... do I just add mulch on top of last seasons mulch? it'd be so annoying to have to rake it up and throw it away

Will mulching kill existing weeds or should I kill those first?

This is one of those things where if you need a bunch a local landscaping company will always win out price wise right?
Yes. Couple things, though:
1. Local tree trimming services are often more than glad to give you loads of free arborist wood chips.
2. A load of local mulch is not only much cheaper per cu ft, but generally better for your landscaping (no dyes) and planet (no plastic bags).

Best to pull them by the roots or at least cut them off at the ground.

I used to buy this annually and then I decided to give rubber mulch a try. I'm on year three and no color fading and I haven't had to do the annual top layer like I did with this wood version. If you can afford it, I'd go for rubber mulch. It's means one less thing on my to-do list, which is always growing.

now i need a deal for landscape fabric...or can i just use paper boxes lol (i get endless amount of paper box for free)
Unless you're using it as ubderlayment for a really thick layer of gravel, skip the landscape fabric. While theoretically semi-permeable, it actually prevents moisture from penetrating to your plants, and weeds simply grow on top of it.

tl;dr: landscape fabric hurts your plants and helps your weeds.

I dont understand using mulch. Use stones or chrushed brick. Looks great. Just leaf blow it to keep it clean.
Stones, gravel, crushed brick, etc. don't break down and feed your landscape and usually result in hotter root zones, which can retard growth.

If you don't want the benefits of mulch breakdown, pine bark nuggets are a great option. They're resilient, break down very slowly (high lignin), keep the root zone cool, and you can use a blower on a medium setting to blow away lighter debris without disturbing the mulch.

How thick should we lay these around rose bushes and other shrubs? The goal is prevent growth of weeds and help retain water for the shrubs.

Enough to not see dirt or multiple layers? Thanks.

Rubber mulch is a bad option. Check Garden Professors, who are professional researchers in horticultural science.

Multiple orders appear to work, though I suspect they can cancel if they want.

I'd make sure it's close to 3" thick, but keep it clear from the crowns of your plants to prevent crown rot and similar problems. But I'd also recommend a different kind of mulch that isn't dyed.
