Go to a local nursery where they grow a lot of their own stock. Night and day difference in annuals that metrolina greenhouses grows vs local grower. Big box suppliers grow varieties that are or heavy production and small cell packs, local nurseries tend to grow for quality more than quantity and a larger plant. Plus a reputable nursery will tag the annual with the exact variety and characteristics of the plant where big box stores just put a generic impatient, petunia, begonia label in with the plant. Most annual bedding plants sold in the packs at Lowe's won't get to half the size of the improved varieties from local growers so your not even saving money.
I go to local nurseries for my large planters, but just get basic ones like these for my kids

BUT budget wise buying from Lowes isn't exactly losing money. I actually normally used to buy the hanging baskets of petunias/leafy plants when they went half off on labor/memorial day ($5) because I'd split the mound in half and they'd flourish half a large 15" planter within a month. Nurseries are charging $15-25 a hanging planter and for basic colours/mixes, Lowe's can be cheaper!

Depends on where you are at. In the midwest, we're supposed to get snow this weekend. There's none of these types of annual flowers yet. Just pansies and dusty millers. Winter won't let go here. This is zone 5 and you are not even supposed to set out a garden until after Mother's Day (May 8). I expect stores in zones 6 and above probably have alot more stuff as their temperatures have been so much milder.

Local nurseries typically get a significant port of their stock from wholesale growers. They tend to be more regional growers, and therefore better chance of compatibility with local weather and soil conditions than HD/Lowes stock.

One wave is more than $2, these are the regular ones.

A local seller near me sells six packs for $3.50 and lowers the price as the Summer progresses. He also puts them in bigger pots as they get bigger.
He always leaves hot houses full of them in six packs that get HUGE.
His six packs may start out smaller than the big box stores' 4-packs but they always get bigger and healthier than big box stores' plants. I think if you bring dead stock to him, perhaps within some time frame, he refunds your money or gives yo new stock.
