Verizon does a 60 day soft lock on all of their phones. They have to be activated on service for that long before you can take it to another carrier.
AT&T postpaid phones will work on prepaid and cricket without being unlocked.
All of these prices require a upgrade, add a line, or new line. So yes, you have to put it on your plan or start on or you won't get the price.
No this doesn't put you on a contract and you can pay the phone off immediately. Just keep in mind that Verizon's unlock policy doesn't care if the device is paid off it still has to do 60 days of service. AT&T requires it to be paid off and you have to request the unlock.

AT&T Samsung Galaxy A52, $3.00/month for 36 months, 0% APR, 128GB , black
There was a $30 upgrade fee and tax upfront for ~$150 total for the a52, I was almost ready to do $450 for the a53 (which isn't much of an upgrade other than the 4 year software support policy) before seeing this. If there are no surprises, that's the best deal I've seen in a looooong time (everything else I've seen forces changes to your plan, contracts appear to have come back, most depended on tradeins all kinds of ugliness). I'm old enough to remember when cell phone deals on older models weren't that rare, and they required no hoops, you paid money, you got a phone, no agreements, no nothing, some deals were even super slick. Lately things have gotten so nasty this installment nonsense actually seemed worth it.
I think silicon may be getting better supply chain wise. The shortages were always going to turn into a glut, I've seen several signs that that's in the works. And while this is clearance on an old model, I've seen plenty of old models get no real clearance treatment over the past year.
