Just like African ivory, I think only demand of cheap JUNK can drive manufacturing. Without the corresponding purchases, China will not produce the JUNK you call it. In addition, China does not only produce low-end products, and the increasingly inferior products on the market are not the fault of the producing countries. Big capital keeps improving on cost control, which is why the United States basically produces no products.
