Probably. I just activated one of the sims (and the XR) last week from December TW deal.

I received my 11 yesterday and activated immediately. Checked sickw.com and under settings it was SIM locked. I thought I'd see what the unlock request page @ https://www.tfwunlockpolicy.com/ said,
I entered the IMEI and newly assigned phone number. It said I qualified for unlock and it could take up to 2 business days... forward to this afternoon and it's unlocked:

SICKW.COM IMEI Check Estimated Purchase Date: February 1, 2022
Warranty Status: Limited Warranty
Device Age: 3 Months and 18 Days
Replaced Device: No
Country: United States
SIM-Lock: Unlocked

Turned the phone on, waited a minute for the signal to show, then cycle and sure enough it shows "No SIM Restrictions" in the settings on the phone. It appears that since it was listed as sold and activated in February (after the new 60 day unlock policy started), it was unlocked once I made the request. No need to wait 60 days for "newer" refurbs.

TLDR: if you get a refurb that was originally activated after Nov 23, 2021 and it's been 60 days since, you can get it unlocked immediately after you re-activate and request on the tfw unlock site.

Another DP: iphone 11 with an original date of 10/2021, before the unlock policy change.
www.tfwunlockpolicy.com shows:

We apologize. Your device is not eligible for our Unlocking Program.

Texting UNLOCK to 611611 does not work.

Contacted CS to get an exact unlock date but the CS had no clue besides it unlocks after 60 days...

that's awesome for you, just tried my two that I activated yesterday and both said they were not eligible for unlocking.

I guess I gotta wait the 60 days.
