That is why you were denied, the 0 utilization. Cap is notorious for wanting to see utilization now. They will even ask in recon why you are applying since you apparently have sufficient credit that you aren't already using.

I got denied by Cap One due to having too many accounts so I had to convince my wife to get this card. (We both had Venture cards and downgraded to no fee versions.) Recently they gave me an upgrade offer to upgrade from the no fee Venture One to Venture X with the same 75k upgrade bonus for 4K spending.

Yes. I dumped CSR in order to get the CSP for 100k promo last year.
One issue I have with Cap1 though is the 2:1.5 transfer to Eva Air which I really wish could become 1:1 like Citi. I can certainly transfer to Avianca to redeem for Eva tickets but the availability is much more limited. In fact even United seems to have better availability in terms of Eva tickets so Chase UR points are easier to redeem IMO. (Hyatt is also a good option.)

Yes they do. I finally got mine in the mail after two weeks or so. It takes about 5 days to Priority Pass to recognize your CC number to register in their system and apply for the card. Other than that it's pretty easy if you're not in the rush.

1 inquiry doesn't affect your score a lot. Opening a new account does. Not sure why people create a lot of fuss about adding inquiries in all bureaus. Even if you get declined that 1 inquiry should only bring down 5 to 10(max) points(my experience).

How many points are US->EU flights in their portal? Wonder how far this 75k will go if wife and I each get a card.

Got the chase SR card and already enjoyed a euro trip from that. What's the next best for redeemable points towards international travel?

It varies depending on where you are going and on what dates, also which airline you transfer to. If you redeem directly against a paid ticket without transferring to an airline partner the 75k is only worth 750. To me if I transfer to Avianca and redeem for Eva Air it's worth about 1500 for a round trip economy ticket to Taipei. However the availability is more limited. Or I can transfer to Eva Air directly which would lower the value (by possibly 25% -35%) but would give better availability. The case is similar for US-EU---depends on airline partners.
