These are service and repair manuals. Not the operator manual. Or the owners manual as you called it. The owners manual is accessible through the in car touch screen or via your Tesla account, which is required to order a vehicle. These are at no cost.

Are Teslas easy to service an independent shops now? Last I heard, you have to take it to the dealer for anything if it breaks

These are service manuals, not owners manuals. These are intended for shops and have the steps to do things like swapping an axle, replacing sensors. It is routine for them to be on a subscription model now. They used to have the manufacturers books that no one but the dealers had as well as a couple different brand manuals. Generally if you're doing limited vehicles or your own vehicle you can go old skool and buy a physical Chiltons book for it- I got digital versions of my last two cars for around $20 each. I imagine there was some lawsuit somewhere and this was part of a settlement.

You're confusing owners/operators manuals with service & repair manuals. Tesla's come with the normal manuals via PDF. No car, including Hyundai's, come with service & repair manuals.
