how about it is on everyone's amex where it makes sense (people who can pay for it).

there is no true "targeting" method employed by any amex offer. you could be on the no-fly list and still get this offer.

nope, that's not my definition of targeting. if you're going to be sloppy and claim anything you do is targeting marketing then fine but officially "target marketing" is a thing and it's nothing like what the amex offer process is doing. all programs have some sort of common-sense exclusions such as delinquent accounts or unavailable outside the country. but that doesn't count. let's keep in professional. the amex offer program relies on what can be best characterized as random.
