I've had a Circle account a long time, and it seems I've previously verified as it shows Verified status in that area, but I see nothing on the Circle site directing me to the offer and I can't find anything about it other than the announcement you linked.

Lots of other Offers listed, but not this one. Any idea how to actually redeem it?

Same. On our base, our post commander made a special exception that 18 year olds can purchase alcohol legally instead of the standard 21 year olds. Soldiers were going across the border into Mexico to buy alcohol. He thought it was a safety hazard and lowered the standard. Good stuff. 👍
