Seems basically low profile and low Watt cards which makes sense.

You might could get a Dell 7060 I5 with six cores for a similar price. It has more ports if you need that but DP instead of HDMI. Just stay gen 8 or higher for Windows 11.

You might could get a Dell 7060 I5 with six cores for a similar price. It has more ports if you need that but DP instead of HDMI. Just stay gen 8 or higher for Windows 11.
The PSU is only 300W, so that will be a limiting factor alongside the size of the case (<4" wide). You'll either want to move it into a larger case with a higher wattage PSU so you can add a graphics card of your choice, or you'll want to save the money you'll spend on those things and get something closer to what you're wanting out of the box.
Small form factor PCs generally aren't suited as a basis for being made into a gaming or CAD-type machine if that's why you're asking. They're fine for office environments, but the proprietary components like the power supply limit your upgrade options significantly. Sometimes, even if you can get a discrete GPU in them, the chipsets on the motherboard won't be able to take full advantage of its power because they were chosen for stability vs. performance.
