I would only consider Grubhub+ in the dead of winter when its below freezing and snowy , otherwise it's cheaper to just do pickup plus you get better promos when you don't have Grubhub+.

It does not. I confirmed. Also free delivery but you still pay service fees and the jacked up menu prices.
