I don't see Nvidia's announcement affecting much. People will be disappointed because they're likely releasing only the 4090 and 4080. The 4070 is going to be held off from launching until Q1 2023 at the earliest (I don't expect Nvidia to say in the announcement). Mainly because they don't want to devalue midrange cards. The 4080 launching is still up in the air, but Nvidia will mainly launch cards that outperform 3080Ti/3090. If they can get the 4080 to perform better and not consume so much power, than it's a green light. This is pretty much the same play like the 20 series where they launched them to co-exist with the 10 series cards and not devalue Pascal midrange cards. The heaviest discounts will come from the cards mentioned above. If you're waiting for an nvidia card, it will be slightly harder. The prices coming down will primarily come from the used market getting many cards (but not a flood of them like people assume). This will gradually increase as miners start to sell them off. Not all miners are dumping everything on the week after the switch of Ethereum to POS. I see 6900XTs being closer to $600 ($629?) and 6800XTs near $500 by November. People waiting on Nvidia cards to drop will see the ones listed above drop slightly further or stay in their current price because Nvidia will likely price 40 series higher than the current values of 30 series (4090 at $1500, 4080 at $899 if faster than 3090). The most commonly low priced cards will come from the brands people avoid (Gigabyte, Zotac, Yeston, XFX, or MSI). The top brands like EVGA, Sapphire and Asus won't have drops in prices as much as the others. After the announcement, people will then wait another period because of people saying to wait for benchmarks by tech youtubers and websites to debate on the 4080 being worth its announced price. The next time prices of 30 series and RX 6000 cards are influenced is when AMD releases their RX7000 series cards near the end of this year (November?). Got to see that a glut of overstock is on the high end cards because they were maximizing profits from the high demand from miners. If you're looking at $400 and below range of cards like the 3060Ti, then you're going to have a hard time waiting.
TLDR
Don't buy high end cards now (3080/6800XT and higher). wait a few more weeks. If you're looking at $400 and below for a card, just pick up the 3060Ti FE from Best Buy when it comes back in stock. or a 6700XT for less than $400.

Ignore the EVGA comment, they have since announced leaving the GPU market.
in a normal market, that's usually around the time, or in the few months after is the best time, aside from some fire sale after that to unload excess stock still not moving.
right now it's a game of where's the bottom before inventory runs out, and I've not gotten any inclination that stocks are starting to get anywhere near low.
I too am looking at around the 500 mark for the 3080 and 6800xt, esp if the 6900xt is any indication. the 6800xt still has plenty of room to go down.

But I'm not that optimistic on their pricing. I see new prices for current gen are converging towards like 3080/3080Ti/3090 to $700/$800/$1000 under the disguise of discounts. This made be doubt if they will price 4080 any lower than $800, if not $900~$1000.

When the 2080 launched, they priced it $800 intentionally because it performs better than the 1080Ti. The 2070 didn't release until weeks or a month later but it didn't outperform the 1080Ti so it was priced accordingly at $600. The 2070 Super is a refresh of it but was priced $500. Why would you price something better lower? Because AMD came out of nowhere with their 5700XT priced at $400. it negates buying a 1080Ti for $650 or a weaker 2070 at $600.
