From my experience, if the included cables are not specifically listed, then you'll get the full cable set.
Warning: Do not use cables from another PSU unless they're from the same make and model of PSU. For instance, if sometime later, you need an additional SATA cable, do not try using one from a Corsair PSU. There is NO industry standard for PSU cables and the pin configurations vary between manufacturers and even between models of the same manufacturer.
Nvidia can NOT make enough product to supply the market alone! Nvidia needs the others. If you're going to only buy the product from Nvidia, it might be out of reach (monetarily speaking) in the near future.
As to the Power supplies, I've only had one EVGA go and it was quickly replaced. Of course that was NOT a "B" product. Make sure you plan to use it and not buy as a back up as this might not be wise to use a "B" PS as it might be out of warranty by the time you need it. EVGA has some awesome warranties on their "A" list PS's. One of my last ones was for about 13 years or so.

I think EVGA has a good reputation for their B-stock. I dont need 850w though, since I am not overclocking and just have a 3060.

Given historical problems and current generation ones I really have a hard time trusting the design quality and support of a GPU NOT made by NVIDIA if based on an NVIDIA GPU.
NVIDIA designed and tested the chip and designed the reference board designs. They care about having the board actually work reliably since it makes their GPU look bad if it doesn't, and they therefore have to make good quality cards also.
Whereas 3rd party GPU board makers are entirely motivated by profit -- cut corners of hardware design, testing, quality control, support, engineering for software tools / utilities, firmware updates, etc. to increase profit at the expense of the customers.
Look at the "missing MLCC capacitors scandal" that happened with the 3000 series. Many different 3rd party NVIDIA GPU board vendors and models basically were found to have a characteristic instability / crash problem when run at advertised speeds. They traced that back to those GPU board makers cutting corners and leaving out a few MLCC capacitors NVIDIA's reference design specified should be used to stabilize the GPU voltages. MLCC capacitors like that cost like one penny or significantly less. So for saving $0.02 or less in parts cost many thousands of people got sold unstable GPUs that don't work the way they were advertised to because these 3rd party companies didn't care about quality, didn't care enough to test / verify any changes they made to the board design, and shipped defective product
that was just good enough to fool people until they were found out and called on it.
Utilities? Firmware updates? etc. Lots of these 3rd party companies are notorious for horrible buggy bloated broken cr*pware for motherboard utilities, drivers, firmware, bios, whatever they spit out.

GPUs are really high tech, more so than even the motherboard. Incompetent or negligent or crooked 3rd party board makers have no business designing / supporting / doing quality control on them, it is bound to be a disaster for the consumer if so.
Back when there were true lifetime warranties and high quality 3rd party board makers like the peak days of XFX, EVGA, ok, well, that was a relatively good option for quality product, but that's clearly not sustainable as the tech level keeps increasing and the profit margins decrease, that's just a recipe for a badly crippled / supported / manufactured product so good luck buying something that's going to be solid from anyone but NVIDIA.
