I got Shimano Acera/Altus/Alevio on either my old Marlin 26er hardtail mountain bike and my Nishiki hybrid bike and they work great. I put tons of mileage on them and they still work great.

I generally would not recommend mountain bikes for riding around town. For your purpose I would look more at city, road, hybrids, or gravel bikes, depending on how good and how hilly the roads you want to bike are.The fatter tire and aggressive tread of mountain bikes as well as their suspension system means they are less efficient (need to pedal harder to maintain the same speed), and on paved roads these features don't confer any benefit.
I really want this, but I'm 5'11" so I'm not sure if it's small for me.

Might be fine. Can always get a little bit longer of a stem to make the reach a little longer. Don't need anything expensive and it's a relatively easy part to replace.
